Shoal to present space safety framework paper at 14th IAASS Conference

Shoal Group will present a paper at the 14th IAASS Conference, Together for a Safe Space Frontier, in Antibes, France, from 20 to 22 October 2026. The conference brings together the international space safety community to reflect on critical safety topics that require collaboration, shared understanding and responsible use of space.

The paper, ‘Developing a Common Framework for Space Regulatory Applications’, is co-authored by Shena Howell, Shaun Wilson, Sam Randell, James Lee and Kristen Coles, and will be presented by our CEO, Shaun Wilson.

It explores how applicants and regulators can work more efficiently within non-prescriptive launch and re-entry regulatory environments. While these environments are designed to be proportional, flexible and adaptable, they can require each applicant to develop a unique proposal and safety case. This can create a significant burden for small operators and lower-complexity activities, while increasing the effort required by regulators to assess whether submissions are complete.

By establishing a clearer roadmap for preparing complete and consistent applications, the framework is intended to support more efficient and repeatable regulatory assessment. If widely adopted, it could also assist multi-jurisdiction applications by aligning regulators around a common structure.

The 14th IAASS Conference is hosted by the International Association for the Advancement of Space Safety (IAASS) and focuses on international cooperation, space systems safety, peaceful and responsible use of space, and the governance challenges emerging as space access and activity continue to expand.
