Shoal Group congratulates Senior Principal Systems Engineer, Professor Stephen Cook, on his nomination for 2026 President-Elect of the International Council on Systems Engineering (INCOSE).

Stephen who has worked with Shoal since 2014, has previously been elected a Fellow of INCOSE, a Fellow of the Institution of Engineering and Technology (UK) and of Engineers Australia, and has authored over 200 refereed publications and 100 client reports. He has actively contributed to working groups, served on committees, and received numerous honours, including an INCOSE Outstanding Service Award and life membership of the Systems Engineering Society of Australia (SESA).

“INCOSE has a membership of over 26,000, so it is a great honour for Stephen to be one of only three candidates nominated for this prestigious, international position,” says Shaun Wilson, Shoal Group CEO and Founder. “He is a worthy candidate who has dedicated countless hours volunteering in the advancement of systems engineering, not to mention the difference he has made to Shoal, both in our research, and systems engineering approaches and practices. He will make an excellent leader of INCOSE, and we are all behind him in this election, cheering him on.”

Upon his nomination, Stephen outlined his vision to expand and diversify the global systems engineering community, strengthen INCOSE’s position as the trusted authority in the discipline, and ensure that it remains at the forefront of emerging trends. He aims to champion a broader, inclusive view of systems practice that embraces diverse socio-technical approaches, fosters collaboration with other systems societies, and increases INCOSE’s reach, particularly in underrepresented regions such as Sector III (Asia Oceania).

INCOSE is the premier international, membership-based organisation for the systems engineering profession, with a vision to unite and advance the global systems community. It seeks to connect systems engineering professionals with educational, networking and career advancement opportunities to enable the realisation of successful systems. INCOSE has more than 65 chapters globally, 50 working groups and 4,200 certified professionals. The President-Elect is a two-year term that then leads to becoming the international President.
