Another term, same challenge: Shoal Group release a blueprint for national resilience in new report
With the return of the Federal Government for another term, Shoal Group is calling for continuity where it matters most, by placing national resilience at the centre of future planning and security. In a report released today, Shoal Group argues that now is the time to build momentum on national resilience.
Titled ‘The Importance and Development of National Resilience’, the report explores how Australia can better prepare for, respond to, and recover from disruption – whether it’s from natural disasters, cyber threats, social unrest, economic shocks, or risks to democratic systems.
“This report is a reminder that national resilience must transcend election cycles,” said Dr Graeme Dunk, Head of Strategy at Shoal and author of the report. “We need a deliberate, systems-based framework to plan for the future – one that’s proactive, not reactive.”
The report highlights how resilience depends on the interconnected performance of industries like defence, healthcare, infrastructure, transport, energy, and communications – a system of systems. Drawing on Shoal’s deep expertise in complex systems design, modelling, and simulation, the report offers a foundation for designing a practical, coherent national resilience strategy.
While other nations have embedded resilience into national security and civil planning, including the UK, Singapore, Sweden, and the Baltic states, Australia’s approach remains fragmented. Shoal’s report has already informed strategic advisory discussions with government, research institutions, and independent think tanks. With a new parliamentary term now in motion, Shoal believes the time is right to move beyond rhetoric and towards coordinated action.
